Slight improvements on users and articles APIs #30

This PR contains a few small improvement for both APIs:

Commented code for packages' exported functions and structures
Implementation of the APIs' build / up / stop commands in the main Makefile
Addition of the APIs into a new subdomain api.tagenal (HTTP traefik routes)
Deletion of the TCP ingress traefik routes (deprecated)
Incremented the replication count of the APIs to 2 instead of 1
