Addition of the Orchestrator #5

Experimental addition of the Orchestrator in the Vitess cluster, with the operator, as mentioned in #2.

In my understanding, and after a chat on Vitess' Slack, some work is currently ongoing in order to fully support Orchestrator by the Kubernetes Operator of planetscale, as detailed in planetscale/vitess-operator/pull/130 and vitessio/vitess/pull/6714.

The default operator.yaml that #1 is using seems to not be sufficient for the integration of the Orchestrator.
