add styling of tooltip from addon OPie #274

Hi, thanks for reviving this addon. I'm not sure when it started, but Opie ring icons no longer use the TipTac tooltip. Its tooltips appear with the default Blizzard skin and in the HUD Tooltip position (Edit Mode). TipTac handles all other tooltips as expected.
