Here you have it. Another thing I noticed, this bug only happens with the
expansion pack enabled, according to the developers, with the expansion pack
the game constanly switches resolutions to avoid slowdowns.

Your savestate is a folder only.
yes, it is working correctly without expansion pak.
could it be a core issue?

I guess the answer to that would be to try another plugin and if it does the
same thing or not.

I read somewhere (Project64 1.7 help? I'm not sure) that it's official that the
usage of Expansion Pack can cause 'resolution problems' in some games. However
I read too that there is no need to use the Expansion Pack in this game because
the HLE plugins already use high resolution textures... In 007 - TWINE for
example, there is no difference in the texture's quality if you use or not the
Expansion Pack.
It happens with project64 and mupen64 the same so I don't think it's a core
issue...

The problem affects high vi width that doesn't vi height using expansion pak.
same as some other games e.g. TGO(E) except RE2 affects in-game image display.
tested fix in ChangeSize function in MyGlide64 and working well.
