First package release #17

Master branch only used for publishing releases; development in separate branch
Use staltz' compatible versioning proposal, which I agree with
Publish stopgap map/set structures (proper implementations unimportant for first release)
Northbrook setup to allow streamlined publishing
Travis integration with automatic publish to npm
Package published to npm

This will be a useful process that I will then know how to duplicate with Salix (and other libraries).
