Add more granular options for import of DBs

It would be convenient to add some more options to DB import/export. These include:

• Do not create characters/weapons - User testimony from Godlander: "i only input chars im trying to optimize, but whenever i import artifacts some of them are equipped to barbara, but barbara isnt in my database, so GO creates a barbara out of nowhere. but then barbara needs a weapon, so GO creates a apprentice note out of nowhere as well"
• Export only weapons, or only artifacts, etc - This way, user A can share their character/weapon database, then have user B import it on top of their existing database, optimize for the same character (ensuring same conditionals, team, enemy, etc) and then they can compare their results. Or for Akasha to be able to create a leaderboard config that users can use to optimize for the leaderboard exactly(does not work since team/loadout feature adds a lot of interdependencies)
• Import only weapons, or only artifacts, etc - Similar to above. And similar to above, give the user 3 checkboxes, so they can choose what set of items to import/export, similar to Akasha scanner

Can I work on this issue ?

I think we need more time to discuss this. with team/loadouts feature, there are a lot more interdependency between the data formats, and exporting data partially might no longer make sense.

@CordonZeus22 I think before this issue can be worked on, we need to add team/loadout to the data import UI first (https://github.com/frzyc/genshin-optimizer/issues/2145).

If you want to do this instead, comment on that issue and I'll assign, otherwise I'll get to it eventually(TM)
