Add autoprefixer #27

I'd like to introduce autoprefixer to static-base with middleman-autoprefixer.

If you are not familiar with autoprefixer, please read this issue in Rails repo: https://github.com/rails/rails/issues/13712

Any thoughts, objections?

Probably we should mention it in the README in the section "What's included"
