The TOC is not semantic #14

I guess I got caught up in getting the recursion to work that I forgot that the finished rendered product should still be semantic. I actually put this into a list as opposed to just making it scoped headers and sub-headers.

Excuse me while I spend a bit of time looking up the semantics of a Table of Contents.

Fixed, but the TOC flashes in the beginning. SO I am to open a new issue for that, and a new branch as well. SO I am closing this.
