Considering hiding this menu at mobile widths which would fix this problem pretty quickly.

Anyway...The issue is that when you open the TOC menu on a phone, it shows the list, but it is too small, and no scroll bar appears even though it is supposed to . Go figure.

NOTE to Self: This SHOULD have a clearfix so the menu adjusts to what's inside of it. Who knows what is happening currently.
