Migrate helmet and stoke from marathon.processing, eliminate old/nascent files #13

marathon.processing has a bunch of stuff that's obe or nascent.

We can move toward simplifying the codebase by migrating stoke and helmet into their own projects, and bringing them in as dependencies.

Also, clean up the debris from: capacity deployvectors forgereader pedigree fillrates dynamic

relook or excise: pre post

Done. helmet and stoke are independent projects, depended on by marathon (really only the GUI....). Delete or migrated extant vestigial namespaces to ./obe where possible.
