split out marathon.schemas into a separate project #15

We seem to have multiple processing projects that rely on schemas... Splitting out schemas into another project allows anything to use them as a dependency, but introduces potential versioning issues.

Completed. marathon-schemas has both the marathon.schemas ns and the marathon.specs ns. Future work on data validation / project validation will go there.
