migrate chart-specific functionality from proc.stacked #10

Implementation details like jfreechart wrappers and combinators should be hauled out of proc.stacked and moved over to proc.charts, of which proc.stacked will require.

Started doing this. There's a proc.charts ns initiated by MP. Build on that.
