docs: DEP5 standard link in contex #118

Also add a link to the DEP5 standard in the context of describing the DEP5 format, to make it easier to find additional formatting requirements. This is an improvement to address the confusion described in issue https://github.com/fsfe/reuse-tool/issues/631

IMHO referencing it once in the definitions (https://github.com/fsfe/reuse-docs/blob/main/spec.md?plain=1#L65) should be enough, but if in practice it’s confusing, we should clarify, I agree.

Ah right, didn't recall the definition. This way it's fine with me, as we plan to soft-deprecate it anyway.
