The official site currently only lists specification v3.0

I see specification v3.1 in this very repository, while specification v3.0 is currently online at https://reuse.software/spec/

I remember some story about specification being rolled back, is this related? What is the current official latest specification I should follow?

I am not leading this project, so someone more authoritative may correct me, but from what I understand we are currently finalising 3.1, which is why it is neither tagged yet in Git nor is it merged into the stable branch.

So, I’d say:

• if you want to be sure, follow the 3.0 spec
• if you want to be pre-emptive, follow the 3.1 spec, but do take into account it’s not finalised, but we’re >90% done

In either case, 3.1 (or even eventual 3.2) should not introduce any breaking changes. Those are reserved for 4.0. So a choice between 3.0 and 3.1_beta is not really a big risk question.
