Add instructions for tool usage in tutorial #55

This PR adds information on how to fulfil the individual steps in the tutorial using the tool. I hid this within a special shortcode in order to not massively blow up the page. On the website, everything within {{< box-tool >}} will be stored in an accordion that can be expanded on click, and is minimised by default.

To test it, check out the new branch tutorial-tool of reuse-website, run sync-docs.sh, and build the website with hugo (or just build the container).

Great, thanks! I've noticed a strong interest in REUSE during FOSDEM, so it'd be great to level up the tutorial as soon as possible :)

Thanks for the review. Will merge this to master and update the 3.0 tag as it doesn't change any parts of the spec
