Invalid SPDX relashionship #1012

SPDX files generated by reuse-tool are marked as invalid when verified by the NTIA Conformance Checker. This is caused by the "describes" keyword being lowercase in the Relationship field:

Relationship: SPDXRef-DOCUMENT describes SPDXRef-A

Writing this keyword in uppercase solves this issue:

Relationship: SPDXRef-DOCUMENT DESCRIBES SPDXRef-A
