This is my final design for the "topics" subpage. I initially wanted to adapt index.html to the new content style, too. But since I haven't yet found a nice way to do so, I propose to go forward with this part individually to keep the diffs manageable.
The most controversial part of this is probably the text on the topics page, which has not been approved by plenar vote yet.
