Update the web site and add minimal blog #7

The recommended way to get the HTML is to use Jekyll, although if one installs the required packages (sorry, this does not work automatically yet), then it is possible to run build and it'll process the site using F# Formatting & FAKE.

@tpetricek - The site http://fsharp.github.io/ now gives a 404 - do we have to build & publish this manually, or should Jekyll be doing it?

@tpetricek - Not sure what caused the problem - perhaps a Jekyll failure. Undid the changes, please resubmit?
