2 years ago I think it could be listed higher. There's no definite criteria though more polished, established packages go higher up, I guess the ordering is roughly in "probability the developer will solve their problem using this tool" order.
I'll merge, could you take a moment to review the existing list and suggest a new ordering? In a separate PR.
I added it at the end. Let me know if I should move it.
