Fix RProvider.fsx and Release Notes #201

I've tested referencing RProvider via local nuget source and noticed that paths in RProvider.fsx is not updated. I've also reversed order of release notes.

@dsyme Could you release a minor newer version to nuget? The current version cannot function until it's fixed by #199. Otherwise newbies to RProvider will be lost in the meantime. I can also fix the problem in Deedle.RProvider with this new release.

A newer major one can be released again after netstandard support is done.

Do you have permissions to make the release? If you do it might be good for you to do it, to make sure you have what you need? :)
