Igual que se hace para la tarifa se podría poner un checkbox para fijar las 
observaciones en rutero al enviar el pedido

al actualizar la tarifa en la tabla tarifa_tipo_articulo_cliente, se 
actualizarían tb las observaciones: corresponden con el campo pi_observaciones
