#1 Different kinds of diffusion and decide which are relevant to this topic (working)

  1. Key Definition (1) Policy innovation: a "program or policy which is new to the states adopting it, no matter how old the program may be or how many other states may have adopted it" (Walker 1969, 881). (2) Policy diffusion: "the process by which an innovation spreads" (Gray 1973, 1175).

  2. Shipan and Volden (2008) The Mechanisms of Policy Diffusion (1) Learning: learn from other governments' experiences "[w]hen confronted with a problem, decision makers simplify the task of finding a solution by choosing an alternative that has proven successful elsewhere"(Berry and Baybeck 2005, 505). (2) Economic competition: typically occur among neighboring governments (Berry and Baybeck 2005) If a negative (positive) spillover is expected, a government will be less (more) likely to adopt a policy. (3) Imitation/Emulation (got more attention in CP lit): follow what another government's adoption. it is different from learning because learning wants to follow 'the policy or action', while imitation is trying to copy 'the actor'. Imitation usually occur to smaller government, who tries to mimic larger leader governments. additional references to check (CP contexts) -- Meseguer 2006; Simmons, Dobbin, and Garrett 2006 additional references to check (leaders vs laggards) -- Crain 1966, Grupp and Richards 1975, Walker 1969 (4) Coercion (got more attention in CP lit): might not apply to our topic because it is hard to have a horizontal coercion across countries; it is more 'vertical'-wise diffusion mechanism.

We discussed yesterday how @hey-ikon @Tyhcass and @sammo3182 should push forward with this project while @fsolt and @byngdeuk focus mainly on gender_egalitarianism. Just a reminder to everyone (myself included) that the repo and first issues are already started.
