[x] Add Web API 2.2 and Katana 3 template
[x] Add Empty Web API 2.2. and Katana 3 template
[x] Add MSBuild.Extension.Pack to new templates
[x] Update original templates with Web API 2.2
[x] Add new templates to wizard
[ ] Resolve error creating project:

@dmohl, please review. I'm not sure how to test these locally. I essentially created the project locally and copied the files over, leaving the existing template placeholders.

Any thoughts on how to provide these templates to Xamarin Studio, as well?

@dmohl, I could use some help. It seems all the libraries I added cannot be resolved. I think I missed something with respect to the skipAssemblyReferences="true". Can you help?
