This changes the project to use paket instead of nuget.
One of the tests is failing on windows (https://ci.appveyor.com/project/jmquigs/fsharp-compatibility/build/4), but it was failing before this change as well - I will do a separate PR to fix that once I figure out what is wrong with it.
