Meta tags #888

This PR picks up where https://github.com/fsprojects/FSharp.Formatting/pull/873 left off.

@kMutagene I tweaked a couple of things based on the Twitter documentation. And introduced {{fsdocs-meta-tags}}, which will contain meta tags when description and keywords are provided in the frontmatter.

Would you mind reviewing this one?
