How about we migrate to newer framework versions in the website? #310

The website uses Bootstrap 2.2.1, an unsupported version and jquery is also legacy.

Using a newer version has many advantages. For example, one can use more Bootstrap themes. And creating a new website for a project, with legacy frameworks makes no sense in general.
