chore: Update to NUnit 4 #3016

Thanks to @CaptnCodr in https://github.com/fsprojects/FsUnit/issues/258#issuecomment-1852456768, we can update to NUnit 4 🎉.

I also learned about FS1178, which I'd like to enable going forward.
