Spacemacs layer #33

Also for #31. Since the Spacemacs fsharp layer doesn't currently support LSP, this layer includes a modified version of it to use the facilities provided by lsp-mode.

The rest is README updates and a license blurb, since the fsharp2 layer is derived from the original, which is GPLv3.

This is great! Thank you for including the gif, that sort of thing really helps convince people it's worth the time to set it up.
