Move from ModelAdmin to Snippet #424

As described in https://github.com/wagtail/rfcs/blob/main/text/085-snippets-parity-modeladmin.md, ModelAdmin will be deprecated in the future. We should consider moving our implementation for MinutesLabel and AbbreviationExplanation
