Create user usage guide to myHPI

myHPI should always be easy enough for regular (non-editing) students to use it.

However for people editing myHPI some things are not obvious., e.g. How to create and handle translations

Also there are some best practices when using myHPI that are not obvious, e.g. Using the support for internal links for internal pages instead of using regular URLs.

Is this something we as developers should create or could that be a HowTo managed by the FSR (cc @abc013)? Maybe with edit permissions for the myHPI Klub so that changes can be propagated easily

I personally would like to see that in the hands of the myHPI Klub, as the FSR is just one of its users.
