Protected channels #12

Something along the lines of a channel, whose quotes can only be seen when logged in and also only with accounts that are approved to access this channel via a mod/admin.

The current fsrbash moved behind an htaccess for a reason :P

A more complex channel management will arrive soon. It allows to enable and disable channels as well as toggle xmpp, pushover, twitter and, facebook notifications. There will be some functionality to make channels private and invite users.
