POM is out of date (patch)

The JOFC2 jar contains no OSGI metadata in MANIFEST.MF.
Furthermore, the pom.xml does not meet the criteria required for upload to 
Maven central.

The attached patch makes the following changes:

Add OSGI metadata to the jar MANIFEST.MF;
Update the pom version, fixing issue #42.
Add the project license (LGPL) to the pom.
Remove custom repository from pom, because wagon-svn is now in central.
Improve some English text, and make project description more pertinent.
