Add option to completely disable the serializer #2

ignoreSerializationDifferences() still runs the IResource.Save()...

Sometimes we do not want to test the Serializer at all, hence should have a 
possibility to suppress serialization completely...

`testFileNoSerializer(...)` should not run the serializer at all
