Add Spanish support to the Segmenter

Hello again Francis,

This adds Spanish support to the segmenter.

• abbr.tsv: added common abbreviations from the RAE (Royal Spanish Academy):
  • https://www.rae.es/dpd/ayuda/abreviaturas
  • https://dle.rae.es/contenido/abreviaturas-y-signos-empleados
• validate.tsv: normalize diacritics not used in standard Spanish, but common in nearby languages such as French.

I don't know if I've said it before but thank you very much for creating this tool. It is seriously helping us out 😊
