Application Error #22

Error Message when Starting reads:

"The application failed to initialize properly (oxc0000135). Click OK to 
terminate the application."

(NCC will not open.)

NCCsetup_0.7.104 installed.
Windows XP SP3
Windows Media Player 11 is newly installed.
Window Acquisition Library 2.0 is newly installed.

I have uninstalled, reinstalled then reboot several times to no avial.
I've even ran regwia.bat thinking that might help, but it didn't.

This error is due to not having Microsoft.Net Framework installed at all. I 
will install .Net Framework 4.0 and it should work fine.

I can't WAIT to get this working and check it out. Thank you so much for all 
your efforts into this!
