New Command: Create Random Encounter #8

I've got permission to use https://www.ulisses-ebooks.de/product/238411/Zufallsbegegnungen in my bot. I'll implement it, and later translate it to english, as well as allow users to send in their own encounters.

This could later be extended to procedurally generate new encounters

"Gareth Kaiserstadt" p.164+ also contains great random encounters

"Wege des Meisters"(2009) p.175+ includes a ton of great random encounters for all occasions (city, street, in the wild, ...)

I could also implement a Rating system for the encounters, to filter remove/modify badly rated encounters over time
