What is in this PR:

ESLint setup for #49
Create a library within the codebase that provides the resolution functionality though small coherent interface
Prepare for extraction to a separate package
Partial: Remove direct usage of resolvers & abstract the logic for finding the correct resolver/etc

Follow-up Tasks:

[ ] get rid of direct dependency on URL_match_pattern in random places if possible
- Need a bit of time to figure out on how to do it well. Leaving for the follow-up PR
