Does it make sense to have testing stuff in this repo? Will it ever have tests?

Probably not, it doesn't contain any code. It was introduced to be able to avoid issues we have in v1 where app is in the main repo, making it difficult to pull upstream changes in.

It also means the "resources" folder can go.
