Top panel text is disappeared when 'High Contrast' GTK theme is used #1

When the GTK theme is used, GNOME-Shell's base stylesheet is switched to gnome-shell-high-contrast.css. The stylesheet specifies color of .panel-button to white with !important so can't overwrite from user theme without !important.
