Add ability to create and maintain conditional formatting through configuration

Conditional formatting is becoming increasingly important to RideSheet, but there is currently no ability to define or maintain such formatting in a RideSheet setting, where configuration of a given conditional formatting needs to be linked to one or more data columns.
