Refactor URLs for IX specific API endpoints #35

Fixes #32 Fixes #33

Here are changes to the REST API to change the format of endpoints that include IX information.

All the IX specific API tests are passing, but not all the tests in the test suite are passing.

Also I just copied the grainy_endpoint decorator from fullctl since it needed a slight change (also I had been manipulating it for debugging). Obviously we intend to make the proper changes to fullctl

@egfrank Looks good, two changes i'd like to make before we merge

  1. Rename the "Update" button "Configure" and change it's icon to the cogwheel
  2. Hide the "configure" button if the org has no exchange
