Updated html-website-template to bootstrap 4 and lightning sites 1.3.5. #23

@fulldecent Two updates listed below please review.

  1. I have updated it to lightning sites 1.3.5, please review.
  2. Updated index.html to bootstrap 4.

Please give a little detail, in updating dependencies do I have to update only lightning sites version or there are some other dependencies? Have I updated lightning sites right?
