Try to download it on your pc and check if the checksum is the same before
installing.

Okey i download it.but i couldnt see checksum.do i have to open app?which

If you go to the download page of the latest apk:
http://code.google.com/p/market-enabler/downloads/detail?name=MarketEnabler_v3.0
.8.apk
You will see "SHA1 Checksum: 8633688b4cf232ac297faaf01511525bffe48850"
On your computer (Linux command, google for a tool to use on windows):
rac@viper:~/Downloads$ sha1sum MarketEnabler_v3.0.8.apk
8633688b4cf232ac297faaf01511525bffe48850 MarketEnabler_v3.0.8.apk
As you see they are the same and it should work to install.
If they are not the same, some proxy (maybe transparent) is stealing you some
bits or adding bits to your download.
And it's a known issue from Android that the default browser (and all that
branched from this that havent fixed this) has a Problem downloading small
files, the last bit's are missing.
Most files wont have any impact from this but for install files this sum will
be checked and if it differs it will be assumed that its not a correct package.
