Parcel2Webpack

I migrate the parcel bundler to webpack bundler 👾 , for optimizations control and for the future development.

I add manual configuration without vue-cli 👍 so it maybe you got some 🐛

The basic functionality is support but for Vuex or others components of vue enviroment must be reviewed 📝 . In the future 🚀 i add some docs for explain all dependencies and changes. Please review 🎸

I didn't go to the master class of Webpack, but I think that you are making this for a good reason, so I agree. I'll need to read more about this bundler.
