Npc MOBS spawning in walls and getting jammed also jumping fences #123

I start my server and spawn in the game. I see mob npcs spawn and they sometimes spawn in blocks or partially in trees and get jammed and cannot move unless the blocks are broken. I also have an issue with them jumping an x1 high fence as if it were a normal block.

This should be fixed in 1.0.9d.
