Need to resolve how firewall ports are opened for Ceph #2

The PoC mistral workflow is manually opening Ceph ports in the firewall using iptables, and the intent is puppet-ceph will completely manage the firewall. However, the mistral workflow that stands up the Ceph cluster (using ceph-ansible) executes before puppet-ceph. In other words, we have a chicken-and-egg dilemma.
