Feature Request - Detect Outdated CLI Version #39

Would be great if I got warning if my local CLI version was not up-to-date.

For example if I am on fume:cli:: v0.2.0 would be good to see when I run something like fume deploy stage

I get console output somewhere that a version fume:cli:: v0.2.4 is available.
