make cli.open not a requirement

• [x] duplicate when cli.open doesnt work and fallback with another solution

• [x] upon cli.open failing or selecting no, the URL is shown and the user is asked to visit it
• [x] both happening still prompts for a generated token
• [x] when running either fume config or fume deploy and the user is not logged in, the command to login is properly suggested
