Global blog settings in admin panel

The admin panel should have some settings that can be toggled by ADMIN users in the UI.

For starters I'd suggest:

• [ ] a boolean setting to turn on/off registrations of new users
• [ ] an image upload setting for the blog logo (default to the hardcoded one)
