Add README.md #6

Given that objective is on Hackage and has already gone through 27 versions, it would be nice to have a README that provides basic context as to what the library's purpose is, how to use it, what its common use cases are, or what motivated the library's creation in the first place.

I added a README. I'm not going to close it right now -- more description is needed.
